Jammu and Kashmir Transforming with World-Class Infrastructure Development
The beautiful region of Jammu and Kashmir is witnessing a remarkable transformation with the development of world-class infrastructure. Chief Secretary Atal Dulloo highlighted the fast-tracking of mega projects through effective coordination between the Centre and the Union Territory under the PRAGATI mechanism.
Mega Projects Worth Rs 4.12 Lakh Crore Under Monitoring
At present, 61 projects with a total value of Rs 4.12 lakh crore are being closely monitored on the Project Monitoring Group (PMG) portal in Jammu and Kashmir. Chief Secretary Dulloo revealed that out of these, 15 projects valued at Rs 69,000 crore have already been successfully completed, while 46 projects worth Rs 3.43 lakh crore are currently in various stages of implementation.
PRAGATI Ensuring Timely Implementation of High-Priority Projects
Under the Pro-Active Governance and Timely Implementation (PRAGATI) initiative, 15 high-priority projects totaling Rs 1.12 lakh crore in Jammu and Kashmir are receiving special attention from the Prime Minister. This close monitoring has led to the resolution of 96% of the 59 issues discussed so far, primarily related to land acquisition, environmental clearances, financial approvals, and construction challenges.
Significant Achievements Under PRAGATI Framework
Chief Secretary Dulloo highlighted the successful completion or commissioning of six high-priority projects worth Rs 53,000 crore. These include key infrastructure projects such as the Jammu–Udhampur–Srinagar–Baramulla Rail Link, NH-44 Srinagar–Banihal project, Kishanganga hydroelectric project, and utility shifting for AIIMS Jammu. The positive impact of the PRAGATI framework is evident in these accomplishments.
Accelerated Progress in Power Projects
With the suspension of the Indus Water Treaty, Chief Secretary Dulloo expressed optimism that power projects in the region will see accelerated progress. The removal of restrictions under the treaty is expected to further enhance the execution of projects, benefiting the overall infrastructure development in Jammu and Kashmir.
Ongoing Monitoring and Resolution of Issues
Currently, nine projects worth Rs 59,000 crore are actively monitored under PRAGATI. These projects include the Delhi-Amritsar-Katra Expressway, AIIMS Awantipora, Pakal Dul hydroelectric project, and the 4G saturation scheme. With 27 out of 29 identified issues already resolved, the efficient ICT-enabled monitoring framework is ensuring smooth progress in these key projects.
Chief Secretary Dulloo emphasized the high resolution rate as a testament to the effectiveness of the monitoring system and continuous follow-up at both the Union Territory and district levels. PRAGATI’s scope extends beyond infrastructure projects to encompass social sector schemes and public grievance redressal, promoting good governance and sustainable development in Jammu and Kashmir.
