TRAI Takes Strict Action Against Unregistered Telemarketers in 2025
In a recent announcement, the Telecom Regulatory Authority of India (TRAI) revealed that it issued a staggering 7,31,120 notices to unregistered telemarketers (UTMs) for violating Unsolicited Commercial Communication (UCC) norms in 2025.
As part of its enforcement measures, TRAI imposed one-month communication restrictions on 4,73,075 entities and six-month communication caps on 89,936 repeat offenders.
Furthermore, TRAI disconnected 1,84,482 telecom resources during the year due to continued non-compliance. Since August 2024, a total of over 21.05 lakh telecom resources have been disconnected, indicating a strong effort to combat spam networks and ensure compliance in the telecom industry.
Throughout the year, a total of 31.09 lakh UCC complaints were registered through various channels. Notably, over half of these complaints (17.06 lakh) were submitted via the Do Not Disturb (DND) application, showcasing increased consumer engagement in reporting unsolicited communications.
Anil Kumar Lahoti, Chairman of TRAI, emphasized the organization’s commitment to enhancing consumer control over unsolicited commercial communications. He highlighted the significant role of consumer participation through the DND ecosystem in identifying violations and taking decisive action against offenders.
Complaints against unregistered telemarketers remained the majority of reported cases in 2025, underscoring TRAI’s focus on addressing unauthorized entities operating outside regulatory frameworks.
The adoption of the DND app saw a notable increase, with installations growing by 84.43% year-on-year. In 2025, cumulative DND app installations reached 28.08 lakh, compared to 15.22 lakh in 2024.
TRAI outlined its two-pronged strategy to facilitate legitimate commercial communications through registered entities while implementing regulatory and technological measures to curb unsolicited communications from unregistered entities. These measures include DLT-based registration, AI-led spam detection, designated number series usage, strengthened complaint mechanisms, and disconnection of non-compliant senders.
Overall, TRAI’s efforts in 2025 aimed to empower consumers in managing unsolicited communications effectively, with a focus on eradicating non-compliant telemarketers and enhancing the DND ecosystem.
