Transforming the Skilling Ecosystem in Jammu & Kashmir
Jammu- In an effort to prepare the population of Jammu & Kashmir for upcoming job opportunities, the Skill Development Department has presented a detailed plan to Chief Secretary Atal Dulloo to revolutionize the skilling ecosystem of the region.
The Chief Secretary, while reviewing the plan, highlighted the importance of Global Capability Centres (GCCs) in creating better job prospects and proposed fellowship programs to build a skilled workforce in the region.
The comprehensive roadmap aims to empower around 14 lakh individuals in Jammu & Kashmir over the next five years by providing industry-aligned skilling programs for inclusive growth and enhanced employability.
The plan includes exposure to skilling for school students, structured skill courses for college students, and technical training for young individuals, promoting lifelong learning across various trades.

The plan also focuses on strengthening industry-academia linkages to ensure that skilling programs are market-oriented and future-ready. It emphasizes the need for practical, outcome-driven implementation with clearly defined roles for all participating institutions.
Secretary of the Skill Development Department, Kumar Rajeev Ranjan, stated that the roadmap aims to unlock opportunities in the present and future economy by empowering individuals to secure gainful livelihoods through market-aligned skilling.
Director Shahzad Alam detailed the implementation strategy, highlighting the tracks focusing on different stages of skilling and employment lifecycle, including foundational skilling in schools, career launchpad in colleges, industry-ready technical skilling, and upskilling for the existing workforce.
Job Listing Platform and International Recruitment
The proposal includes a unified job listing platform for the youth of Jammu & Kashmir to explore international, national, and UT-level job opportunities. It aims to improve job discovery, create a verified talent pool, and facilitate overseas employment through strategic partnerships.
Stakeholders shared insights on strengthening institutional frameworks, leveraging existing infrastructure, and ensuring coordinated implementation to make the skilling ecosystem a success across Jammu & Kashmir.
