JAMMU : Chief Secretary Stresses Timely Relief for Disaster-Affected Families
The Chief Secretary of Jammu & Kashmir, Atal Dulloo, highlighted the importance of providing timely and effective relief to families impacted by disasters during the 4th meeting of the State Executive Committee (SEC) of the Department of Disaster Management, Relief, Rehabilitation & Reconstruction (DMRR&R).
Addressing Vulnerability and Ensuring Prompt Assistance
Emphasizing the vulnerability of communities in Jammu & Kashmir affected by disasters, the Chief Secretary noted that government support is often the only recourse for affected families. He emphasized the need for relief assistance to reach households without delay and instructed officials to ensure swift disbursement of aid to those in need.
Clearing Pending Relief Claims and Strengthening Preparedness
The Chief Secretary issued directives for the immediate clearance of pending relief claims in districts affected by last year’s flash floods. He emphasized the need for a robust mechanism to respond to emergencies, stressing the importance of preparedness, mitigation efforts, and a standardized framework for coordinated action.
Progress and Initiatives
The meeting was attended by senior officials from various departments and officers of DMRR&R. It was highlighted that efforts are underway to establish Urban Disaster Management Authorities in Jammu and Srinagar. Additionally, the engagement of UNDP as a technical partner for Disaster Risk Management is in progress.
Enhancing Disaster Response and Recovery
The Principal Secretary, Home, provided updates on the release of funds under the State Disaster Response Fund, capacity-building initiatives, and Post Disaster Needs Assessments conducted in collaboration with NDMA. The Committee approved the operationalization of the Incident Response System at divisional and district levels for a more coordinated emergency response.
Strengthening District Disaster Management Authorities
The Finance Department will allocate funds for hiring consultants to enhance the technical and institutional capacity of DDMAs across the Union Territory. The government’s commitment to building a resilient disaster management framework for Jammu & Kashmir was reiterated, focusing on safeguarding lives and livelihoods.
